About Us

The Philip Barbour High School Foundation owes its beginnings to the vision and action of our WV Delegate Mary Poling, who came to the Barbour County Community Development Corporation to present a project she believed, was far overdue. She pointed out that many of citizens had approached her concerning the condition of the athletic facilities of Philip Barbour High School. She further stated that the Board of Education’s available budget could not provide for the necessary improvements and asked the Community Development Corporation (CDC) to perform the task of developing a High School Foundation that would be a separate entity from the Board of Education and could help with the endeavor. In response to her request, during the August, 2007 Board Meeting of the CDC, a resolution was passed to investigate any help it could give. The Board of Directors further agreed that they would take steps to acquire funds to begin a separate 501(c-3) corporation to be named the Philip Barbour High School Foundation, make application for a non-profit corporation, develop By-Laws for the Foundation, recruit a Board of Directors, introduce the Foundation to the community business organizations for support, and incubate the new Foundation until its initial meeting.
In September, 2007, the CDC applied for and was awarded a grant from the Appalachian Regional Commission and Benedum Foundation to begin a new 501(c-3) Corporation to be named the Philip Barbour High School Foundation. On November 7, 2007 the project was presented to the Barbour County Chamber of Commerce, who after which gave its full approval and support of the project. After the Foundation received its 501(c-3) status in 2008, and was therefore officially established, the CDC resolved to go a step further by hiring a Director to assist in a smooth, successful beginning for the project. In January, 2009, the CDC released total control to its new Executive Director, Kellie Satterfield and her Board of Directors.
